About the Skilled Independent Visa Program

The subclass 189 sits within Australia's General Skilled Migration (GSM) program, alongside the 190 and 491 visas, but it's the only one of the three that requires neither a state nomination nor an employer sponsor.

 

Applicants submit an Expression of Interest through Skill Select, and the Department invites the highest-scoring candidates in each occupation each round. Because there's no third party involved, the 189 is often considered the "gold standard" skilled visa, but it's also the most competitive, since you can't add the extra points a state or territory nomination provides.

Do You Qualify for a No-Sponsor Pathway to PR?

Eligibility for the Skilled Independent Visa 189 rests on five core pillars, each carrying real point value:

  • Your occupation is listed on the Medium and Long-Term Strategic Skills List (MLTSSL)

  • You hold a positive skills assessment for that occupation

  • You must score a minimum of 65 points, though in competitive occupations like accounting and software engineering, realistic invitation cut-offs are often 85-95+

  • You're under 45 years old at the time of invitation

  • You meet at least competently (higher English scores earn more points).

A frequently misunderstood eligibility point: meeting the 65-point minimum does not guarantee an invitation. It only makes you eligible to submit an EOI. Your actual points score relative to other applicants in your occupation determines whether you're invited to that round.

 

If your partner also holds a positive skills assessment, is under 45, and is competent in English, you may also claim partner skill points, often the difference between an invitation and a missed round. 

189 Visa Occupation Ceilings: Why Do Some Occupations Get Fewer Invitations?

Each occupation on the MLTSSL has an annual ceiling, a cap on how many invitations

can be issued in that occupation per program year. Once an occupation's ceiling is reached, no further invitations go out for that occupation until the next program year, regardless of how many eligible applicants are waiting.

 

This is why some occupations (accounting, software engineering) see invitation rounds requiring 90+ points, while less competitive occupations may invite candidates at the legislated minimum of 65.

 

Understanding where your occupation sits relative to its ceiling and the typical points trend over recent rounds is critical to deciding whether to wait for a 189 invitation or pursue the faster 190/491 pathway instead.
